Integrated Pollution Prevention and Control
Integrated Pollution Prevention and Control (IPPC) according to Act No. 39/2013 Coll. on the integrated prevention and control of environmental pollution and on the amendment and supplementation of certain laws, is a set of measures aimed at preventing environmental pollution, reducing emissions into the air, water and soil, limiting the generation of waste and recovery and disposal of waste with the aim of achieving a high overall level of environmental protection. SEA carries out ensuring certain tasks transferred by the Ministry of Environment of the Slovak Republic (MoE SR) for the fulfilment of selected provisions of the Act on IPPC in accordance with this Act and its implementing decree.
Activities in the areas of integrated pollution prevention and control (IPPC) and industrial emissions are following:
- professional advice, consultancy and education for state and public administration, operators and the professional public in the field of IPPC and industrial emissions, especially Act No. 39/2013 Coll. on IPPC as amended and other relevant regulations, especially Act No. 205/2004 Coll. on the collection, storage and dissemination of information on environment, as amended;
- membership and work in expert working groups established by the European Commission (EC) for the directive on industrial emissions;
- submission of reports on the implementation of the EP and the Council directive on industrial emissions in the Slovak Republic and the fulfillment of obligations and operational requirements by the EC and other EU institutions, coordination and fulfillment of reporting obligations to the EC on emissions emitted from facilities registered in the national pollution register (NPR), fulfillment of other EC requirements resulting from chapters I. and II. of the directive on industrial emissions and related EU legislation;
- operation of the IPPC information system (IS IPPC) in accordance with decree no. 11/2016 Coll.;
- cooperation with the MoE SR on the creation and commenting of legislation in the area of IPPC, cooperation with the Slovak Hydrometeorological Institute (SHMI) in sharing and processing information for the fulfillment of the international obligations of the Slovak Republic towards the EU, cooperation with the Slovak Environmental Inspectorate in expanding the functions of the IS IPPC;
- support for the MoE SR in the process of transposition of the revised directive on industrial emissions into national legislation;
- solving national and international projects in the field of IPPC and industrial emissions;
- membership in national technical working groups for the creation of Best Available Techniques Reference Documents (BREF), active participation in other activities of the Best Available Techniques Center (BAT Center) at the MoE SR;
- performance of tasks as part of active membership in the Human Health and Environment working group established in the EIONET network for the European Environment Agency (EEA).

Activities on the agenda of the Protocol on Pollutant Release and Transfer Registers (PRTR) of the Aarhus Convention are following:
- performing the function of the national focal point (NFP) for the Slovak Republic for the PRTR of the Aarhus Convention, in cooperation with the SHMI and the MoE SR;
- commenting and submitting proposals to documents submitted by the Council of the EU based in Brussels and the Secretariat of the Aarhus Convention and the PRTR Protocol based in Geneva at the United Nations;
- preparation, verification and submission of information and reports to the Secretariat of the Aarhus Convention and the PRTR Protocol in Geneva at the United Nations.
